Common Sense 0, National Security Agency 1

“Dear [Sir]:

This replies to your…letter appealing the National Security Agency’s (NSA) denial of your request under the Freedom of Information Act (FOIA). You had requested copies of the most recent editions of the IOSS publications “Intelligence Threat Handbook” and “Terrorism Threat Handbook”… Your initial request, the Deputy Associate Director for Policy’s response to you…and your letter of appeal have been reviewed. As a result of this review, I have concluded that the responsive documents were properly withheld in their entirety pursuant to exemptions two and three of the FOIA. I have also determined that there are no reasonably segregable portions of the documents that can be released.
