Not All Improvement is Improved Equally

As I’ve written about several times previously, the Department of Homeland Security has been making a serious and fairly impressive effort to improve their FOIA processing. The master blueprint for their scheme is something called the “FOIA Revised Operational Improvement Plan”, and as you probably know it lays out a whole long list of improvements, with target dates.
