A New MANPADS Analysis

I’m neither an economist, nor a security and defense expert by any means, but an interesting new paper (644KB PDF) presented last month at a DHS conference presents some interesting analysis of the cost-effectiveness of installing MANPAD (MAN-Portable Air Defenses) countermeasures and defenses on civil aircraft. The “conclusions” are heavily-qualified, but suggest it’s not of as much benefit as some would like you to believe.
